Charlap is an acronym for Chacham Rosh leGolei Polin, meaning: Chief Sage of the Exiles in Poland.
The first rabbi to bear this title was Eliezer Don Yahya, of a prominent Sephardi family from Constantinople and Salonika, who assumed the Charlap name around 1600, when he arrived in Tykocin.
