In 1926, the Histadrut הסתדרות established haNoar haOved הנוער העובד, aimed to meet the cultural, social and economic needs of youth while emphasizing the spirit of pioneering achievement and active participation in a working society.

In 1959, haNoar haOved הנוער העובד merged with the Habonim union, and together they established haNoar haOved vehaLomed הנוער העובד והלומד.
