The soldiers of Jewish Brigade group established a central organization for looking after Jewish survivors, Merkaz laGola, or Diaspora Center, led by an all-party coalition under Mordechai Surkis, Yehiel Duvdevani, and Aharon Hoter-Yishai.
Asher Ben Natan cites: in Milan, we "met Yechiel Duvdevani, a member of Kibbutz Givat HaShlosha, who was directing the "Diaspora Center". This Center was established by the Haganah leaders in the spring of 1945, and it functioned within the Palestine-Jewish units of the British army and in the Jewish Brigade. Its duties were to organize Jewish existence in Italy, make contact with the surviving refugees in Europe and coordinate the smuggling of Jews in army vehicles from Austria into Italy."
