In January, 1938, Archibald Percival Wavell was promoted to lieutenant general; in April, he became General Officer Commanding-in-Chief (GOC-in-C) Southern Command in the United Kingdom; and in July, he was named as General Officer Commanding-in-Chief of Middle East Command with the local rank of full general.

In March, 1938, following several weeks of experimental ambushes and patrols, British General Officer Commanding (GOC), Lieutenant-General Archibald Wavell gave permission to Captain Orde Charles Wingate, to establish a joint British-Jewish unit for night operations against the Arab gangs.
